I have two hot water heaters. The 1st one have the pressure relieve valve but the 2nd does not.?

Question:The 2nd heater instead of having that thing in the valve that you can pull, it is butting with the duct work. It is like, the plumber took the lever thing off.

Answers:
No matter if they are in a series or not.both heaters need the T&P valve. This valve prevents the water heater from blowing thru your roof if pressure builds up too much in the tank. I've seen a test done with a water heater in a field with the T&P valve capped off..the water heater blew up about 200 feet in the air and landed 400 feet away! You dont want that to happen!

ALL hot water heaters should have the T and P valve temperature and pressure
Depends. If the units are installed in work in series only one needs a relief valve because the temp and pressure will be equalized. If they are independent of one another then I would go to the hardware store and buy one and slap it on. Very easy to install. Just put teflon on it and screw it in.
As long as you have one on the system you will be fine, don't worry.
I agree with the electrician. there is a reason for the tp vlvs. to not blow up the water heater, without one you have a rocket ready to launch at any day. see this website from watts!!https://www.wattswater.com/_company/hist...
