Roofing question?
Question:Is it a common practice to use a leaf blower to blow the old shingles and debries off the roof?

Absolutely not - any quality roofing company will keep as much of the debris on the roof as possible. The gutters would catch some of what this roofer is doing, but certainly, as you mentioned, not all of it. At this point, he has scattered the nails into you lawn, flowers, deck, driveway, sidewalk, or whatever else surrounds your house. If I were you, I would require him to bring in a rolling magnet (they have these for sale just for this purpose) and make sure he spends about three hours getting all the nails up.

If not, you, a family member or a pet is going to step on one, and if you have a riding lawnmower, count on a flat tire. Also, if your driveway is gravel, it's probably already too late - those nails find their way into the gravel right away.
This behavior would be a red flag for me. Sounds like he'll cut corners wherever he can, sacrificing quality.
Well it depends on the situation. Are you putting a new roof on or are you just cleaning the roof? Either way it shouldn't hurt anything.

If you are having your roof replaced, and they are tearing off the old one, then the blower could be used. All roofers I have dealt with use blowers but only after they have taken all the shingles and felt off and used a magnet to pick up the nails and swept the plywood...then they would blow off the dirt and dust. They would not blow nails off the roof on purpose because it is harder to pick them up from the grass then on the roof.
