Sounds like the landscape is sloped wrong. the garage should be slightly higher than any soil around it. The slope should carry all water away from the buildings.You may need to build up around the garage and have the soil over a course of 3- 4 ft slope down and away from the garage,to avoid any water standing and pooling, If it's real bad you may need to put in drain tiles(or french drains).
Get some sand socks or sand bags to place around the edge, it works a treat, and in the summer leave outside to dry!
Go to Home Depot, or Lowes, or Sears and buy a can of Cement water-stop paint. It really works!

garages are not designed as 100% water proof they are designed to keep the majority of elements off your vehicle.
Not knowing how your garage is constructed it is hard to try and solve the problem.
single skin water could be entering through the walls and running onto the floor at low level.
slab foundation water could be below ground and water could be passing onto the slab.

Use quick-cement that is water proof and redo the whole lot.
It is the only way.
