Go to a plumbing supplier's and ask for a pressure reducing valve, and have it fitted to the incoming main. Get one with a gauge, and you will be able to adjust it to a pressure that you are comfortable with. TURNING DOWN THE EXISTING VALVE DOES'NT DECREASE THE PRESSURE. Cost about £30 It is obvious that you have excessive pressure in your area, and it puts a strain on your pipework. Adjust valve to give about 2 Bars which is OK for most homes

Shut the main stopcock from the source and open it just a crack until you get the flow you want at the tap.. I'm assuming it's the kitchen tap..

there should be a reducer valve attached to your main line prior to entering your home, simply turn pressure down a touch . if you cant find one call your local water company, they will be able to help you for sure.
You seem to have mains direct pressure for your cold water supply (it's common). For the ultimate (if most expensive) solution is to install a small header tank in your loft, where the high pressure mains feed into via a stop-**** valve (like in a toilet cistern) and the house water is drawn from this tank.
The simple solution is as people have mentioned to restrict the flow - I wouldn't turn down the main stop-****, but install a service valve ( http://www.water-systems.co.uk/acatalog/... )in the pipe just before the tap, and adjust is so that it is partially open. Easy job, (shut water off 1st), pipe slice the pipe in half, pop valve in and tighten the nuts either side).

Specific answer to your question, I don't know. Solution, on the face of it, without knowing full details would be, fit an inline isolating valve into the pipe that feeds the relevant tap and reduce the flow by only having it part open.
