Yes use a razor blade to cut them open but i prefer a putty knife, it is MUCH safer and won't try to run up a wood grain onto your finger. Once you get it open sand the lip of paint off both the sliding portion and the frame portion of the window pane.

Hey I know this one, I had to do that on all my windows.
1. Don't use a butcher knife, too dangerous
2. If it is heavy build up a razor blade can cause a slip and another dangerous tool for the job.
3. Don't try softening the paint, that will mean a major paint removal job with sanding and lots of work.
They are right, you need to score the painted seam between the window and the frame. I found that the amount of paint is the question. My tool of choice on old painted-shut windows was a new linoleum knife. It has a good handle and grip to allow you to get through heavy paint and keep your fingers and body parts safe.
On lighter layers of paint, I have used a utility knife.
Wear leather gloves, just in case the knife/tool slips
Once you get it open, sand that part of the window to reduce the paint buildup before priming and painting. Use light coats, moving the window up and down to make sure you don't paint it shut again. Sand lightly after it is dry and put on a 2nd coat.. much better than doing it with one coat.
