Opening the vents lets an amount of fresh air circulate into the room, cool the room first then once you are satisfied with the room temp you can open the outside vents slightly to give yourself some fresh air
The lever that is marked vent needs to be closed. (Vent to outside. Usually an exhaust vent.)
Grill vent(s) need to be open.
