First YES - This is a European style system, that has come over the lake a few years back and has really started finding a niche in the states. You are limited to size in most cases. The largest I have seen comes in 3 ton max. However, very versatile and extremely comfortable.
Second YES - You can get these mini-split systems in efficiencies as high as 20 SEER. Where the best window unit I have seen will give you 14 or so. They have even started incorporating plasma filtration systems in them to improve indoor air quality, which is what you do NOT get in a window unit.

Well i did look up KLIMARE, and it looks like they manufacture ductless mini split units, I am not familiar with their product but I am with ductless minisplits in general. This type of system is getting very popular for a few reasons. It is really easy to install, especially in older homes with no room for ductwork, and you can cool down the specific room you are in instead of the whole house like a typical central ac unit, there are a few manufactuers making these Mitsubishi is a popular one, do some research on ductless mini split systems on google and learn how they operate, I think they are a very good reliable system when installed properly.
