It means, broom sweep the place completely. Leave no trash. Clean and empty out the refrigerator. Clean out the cabinets, leave absolutely nothing in there. I go as far to wipe the walls down in pine sol. Make sure the bathroom is clean. Leave not trash or furniture in the place.
It means as clean as it would be if you swept the floor; no trash, no signifcant dirt.
