I have dull aging shutters on my home Ive cleaned them but there still dull what will bring them back to life?

paint them.Use a good primer tho.
A fresh coat of paint and varnish.
IF you like the aging look leave them alone. You could paint them. Or get new ones.
add a design or color. go to lowes or home depot for ideas.
clean them really well and remove any loose paint, touch up the paint and then spray polyurethane on them, that will put luster back into them... and make them shinny or matte ... which ever you choose.
You could try using some Armoural on them, or any tire shining product from the auto parts store, but you should remember these will only last for a short period of time (a month or less) before you will have to re-apply.
