Mark S gave a good answer, and also made a very good suggestion with his advice about Acrypol, which you can get for around £25 from B&Q etc and you just paint it on as a temporary repair that will last a few months.
For the additional cost and effort involved in making a pitched roof yourself, I would suggest paying a good quality local roofer (contact you local trading standards office for a list of approved tradesmen) to strip the existing roof felt and redo it in EPDM. This is a rubberised coating called ethylene proylene diene monomer, and it's a zillion times better than felt. It costs roughly the same as a felt roof, and will last 2-3 times as long. It won't be damaged by UV rays (as felt will) and you don't need to paint it with reflective paint every few years.
I would say the cost of renewing your porch roof with EPDM would be around £40 per m2, so assuming your porch isn't that big you could solve the problem for the next 25-30 years this way.

Hope this helps

If you make a pitched roof you will have water in the valley between your house and the porch roof which can cause rot. It sounds as if you need to make a sloping roof where the roof slopes away from the house. To do this you will need to elevate one side or drop the other. To elevate you would remove all of the roofing materials from the roof and put down an additional 1/4 to 1/2 inch plywood sheathing near the house edge then reapply all new roofing materials. The problem may also just be that they used shingles instead of rolled roofing which is designed for flat roofs.
Yee Haw!

Look into one piece vinyl membrane. A good home center should have information. I got mine at Lowe's, but I know Menard's has them too.
As you are in the UK (from your email provider) I would suggest you don't assume putting a pitched roof on is easy, There are many types of roof tile on the market and you need to research which types match or compliment the main roof.
Basically you need to pitch your roof slope at between a 20-35 degree angle with timber rafters (size dependant on span) spaced at 600mm c/c and if necessary fixed with timber purlins to brace them (dependant on roof size) There are timber roof guides available on line or from your local building merchant.
Be careful of the finished height that it wont interfere with window cills etc.
Tiles are fixed onto tanalised battens on a roofing underlay, again each tile will have its own recommended gauge the batten needs to be fixed at.
All abutments with brickwork or timber cladding should be finished with lead flashings and I suggest pointed with lead mastic which is more durable than sand and cement.
If this all seems a little daunting why not repair your flat roof ? There are many decent products and their application is comparatively simple.
easiest of all flat roof products is Acrypol available from Asphaltic roofing supplies North London No 0207 485 5550 a good Coating which if applied correctly can be very effective for repairs.
Good tile manufacturers for advise and literature are Redland, Eternit, and Sandtoft
Best of luck I would go into more detail but didn't want to bore you.
