Call DIGSAFE. It is usually 1-800-DIG-SAFE They can tell you where everything is. If you want a blueprint you will have to go to the city planner's office.

I use to do locates for sewer lines in my home town . And your best options are to contact the city engineers office or better yet call city hall and ask for the number (s) to call to have underground utilities located . Some communities have several numbers because not all utility companies participate in dig safe ,holly moley ,etc . Each will mark the location of the underground utility with colored flags or paint lines

RED -electric
YELLOW - Gas
You may also have cable , fiber optics , telephone ,steam lines . Cover all bases before you dig
go to the authority and get the water and sewer lines plans
