Really confusing water heater problem.?
Question:ok well water heater worked fine before winter..then the winer froze all of our water pipes. and when it thawed out a month later the water heater didnt heat water no more..we replaced the breaker in the heater and in the panel. the elements. it wasnt getting juice but when we replaced the breaker in the heater it kicked on for a second then turned off...we got really old wiring in the house. what can be wrong..we replaced everything almost.

Maybe you used a higher watted element and the wiring overheated and melted? Or maybe it can't handle the power of the new elements and has tripped something? Maybe the old wiring just gave up? I would replce the old wiring with new and I would almost bet that solves the problem, if you installed all the other stuff acording to instructions.
Have you checked to make sure that the elements may not have burned out while you were trying to solve the problem? If you drained any water out of the heater while the power was off and then turned the heater back on without making sure the heater was full and the air removed from the tank, the top element would burn out as soon as you powered the heater back up.

the heater element has a hole in it and is shorting out if you have a multimeter thea you can check the element. firstly turn off the power dissconnect the 3 wires make a note off where they go.turn your meter to the ohms scale you can test this by touching the probes off the meter together the pointer on the dial should move from the far left over to the far right.put one probe to the metal body of the heater and the second to any of the two connections of the themostat if the meter pointer moves this is showing a current flow to earth and the heater is usless either an electrician or plumber will replace it
