I was able to lift a small handle and take 3 parts out and clean them thoroughly. I cleaned out the paste, then I put it back together and ran it empty with soap/gel pack. I took it apart again and there was water in there, dirty, so I figured out that my line needed to be cleared of roots. I called the guys in septic service and they cleaned it out for me from outside. I ran the thing empty with soap again, took it apart and looked for dirty water, and voila, it had drained. Long story short, it cost $85 but I didn't have to get any plumbing done or a new dishwasher. Very best of luck to you!!
I would try the dishwasher cleaner that you use when dishwasher is empty. It should do the trick.
For under $2 you should be able to clean it out easily. When the dishwasher is empty, dump in a gallon of white vinegar and let set over night. Then turn on the dishwasher and run a normal cycle without detergent. It will also clean the rest of the dishwasher and remove hard water deposits.
Usually the only thing that spins the arm is that the jets at the end of the arm are angled back a bit. Some of the crap you cloeaned off the debris screen got past it and plugged those holes so no water comes out of them. Take the arm out, and clean it by poking the debris back in with a kebab skewer or a bit of wire and then rinse the debris back to the center of the arm and out.
