What is the average monthly payment for water, sewage, garbage for an apartment?

That depends on the area, and your lease. I've lived in five different apartments, and those three items were always included in my rent. When looking for an apartment, I always tried to choose those with the most utilities included. I hate to have variable bills, and prefer to have a fixed amount.
I think most apartment complexes use dumpsters for trash collection which would mean that you shouldn't have to pay each month.
For water/sewage, my family of four in a 3br/2ba house pays around $50.

If it is an apartment complex (bunch of apartments in one building) these charges should be included in your rent payment. In Toledo Ohio, where I lived, a renter could not sign for water and sewage payments. The landlord paid the bill and added the cost into the rent.
