I would suggest that you try using goof-off as the remover. This should pull new paint and not damage the existing. Any stripper that I have tried is too hot and it will also damage the paint below.
If you have a choice I would try and find the green or a green that you can spray over the graffitti. This will save you a lot of work in the future, and allow quick cover up which is the best way to get rid of an artist. They will learn not to waste their effort on your box if they see a quick cover up. Onc you reach that point you can consider removing the layers once and for all.
If you want some insurance try applying a clear sacrificial coating that will keep the paint on the surface so it wipes off with a damp rag with goof off on it.

Paint white over it, then repaint it with the color that you want.
Depending on what kind of ink is being used. Try using bleach and see if that works. You may want to try in a small area as you don't want to bleach away the green on the electrical box.
Unless you can get your hands on some Vandal-Off, just find a color of spray paint that is close and paint over it.
lacquer thinner spray paints are mostly lacquer
that electrical box has a baked on epoxy coat the thinner will not harm it.
You might try using WD-40.
