Tappan dishwasher doesnt fill with water?
Question:i have a new tappan dishwasher and it wont fill with water. it tries to drain out water that isnt there. i tested the water inlet valve leads and only got 10 volts. the valve says 120 volts. could it be the dishwasher isnt giving enough volts to open the valve?

Most likely the problem is with the float (round piece of plastic located inside the dishwasher at the bottom, front right corner). It probably got stuck in the upper position. The float is a safety device to prevent overflowing and when it is in the upper position, the switch located under the float opens and prevents the power from going to the water valve coils. Check the position of the float and how easy it moves up and down, then try your dishwasher again. If it did not work then I need the complete model and serial numbers of your dishwasher in order to give you the best professional advise. You can find them on the door frame.

If you are only measuring 10 volts at the solenoid either it isn't in the fill mode and your just measuring stray voltage. If it is in the fill mode you should read 120v across the solenoid terminals. Not to sound smart but I assume the water supply is turned on and free of anything cutting off the supply (kinked line, etc)? You could very well have a problem with no voltage to the solenoid and since you said it was new, call for service as it is covered by warranty.
