The top of the burner head may be pluged,
just remove the head and cleanout the little holes that the gas comes thur..see if that works..food gets on them when something boils over or the outside is cleaned with like ajax cleaner..happens around our house every now and then..

You have on the burners "Orvices" ---- these are nothing more than little holes for the gas to come out.
Take a pin/wire and clean them out.
Also ----lift the top plate up ---- look where the gas goes to each burner ---- you will see a place to adjust the "air flow". You may need a screwdriver to loosen the set screw, and adjust the cover plate on each gas line.
You want a blue flame---- and not "lifting" off the burner.
Sometimes a "natural gas fired" stove is put in a home that is on propane gas.
Propane operates at a higher pressure than natural gas ,and the burner orvices (holes)are a different size.
This will also cause the problem what you are describing.
If so-----Stop !! Get somebody to help to change out the orvices, and make a determination on this situation.
Use a bent paper clip or large safety pin and clean out holes. Gently tap burner on newspaper. If you see black grit fall out then its carbon build up from food that has dropped in and burned. You need to also check for holes and rust spots in your tubes if that's the case then it will need to be replaced. If you use propane it will rust more often because of the high moisture content of propane.
