I have a 7yr old home with water damage to the soffet is the builder responsible for repair?

Did you have work done recently relating to this problem?
Has this been going on since you bought the house new, and have documentation regarding contacting the builder?
If these or similar are the case, you might have grounds for repair compensation. If you simply do not have gutters, or have not been diligent in home maintenance, then I am afraid you have little room for recompense.
Probably not, but check your warranty literature provided from the builder when you bought the house. You can even call them, and ask them directly, but if they refuse its pretty much your problem.

Check with your homeowner's insurance company, too. They might be able to help. If nothing else, they can suggest someone that they trust to repair it right.
