Answers:
Tile is a possibility, but is very expensive (labor intensive) and you need a good substrate that will not flex. Many times a lot of effort is not put into the substrate of a liner pool since the liner is the material used to hold water (so movement and flex is tolerated a little more - as opposed to normal plaster or tiled surfaces.) You might consider having the surface fiber-glassed. That is definitely more durable than vinyl and yet still reasonably priced.

The two means that a liner degrades are chemical and UV deterioration. Once the degradation becomes obvious, the age of the liner dictates its replacement. Nothing will reverse the degradation, any coating is only as good as the substrate and if the old liner has deteriorated, you are wasting you time fooling with it.
hmmm...i think so, we just had to replace the liner in our pool and the guy said that instead of another liner we could tile it, which is what we ended up doing...but if you just want plain concrete i'm not sure. it might also depend on how old your pool is, ours was only 6 years.
