Try a tile cleaner. Watch out for anything with too much abrasive (like Mr. Clean Magic Eraser or other abrasives). Tile cleaners are made to remove a stain without ruining the glaze. Abrasives can leave a dull spot.

Ceramic tiles have a non-porous surface that, once degraded, cannot be restored at a DIY level. Thats the beauty of ceramic-its un-damaged surface is virtually impenetrable, resisting stains of all kinds but the ones that do permanent damage to the tile's structure. Notice that NASA uses ceramic tiles to protect the space shuttle from the white-hot plasma of atmospheric re-entry. Thats hotter than any neglected cigarette.
So more usually, you'll find cigarette burns on countertops other than those made of undamaged ceramic tiles.
Perhaps some moderate success can be attained by cleaning with the fine abrasives in toothpaste-essentially not cleaning, you'll just be abrading and wearing away the discolored portion of the damaged surface.

Lemon juice will help. Use the yellow and green 3M sponges, use the green side and lightly rub lemon juice just over the burn. Work with it. It wont remove it completely-I dont think anything will-but it will lighten it until it is almost imperceptible.
