I HAD a new emersion heater element fitted in my copper cylinder, it heats up but water is still cold???

Well either it isn't in fact heating-up or you have no water in the cylinder making contact with it - you need a professional to check it out.
We've just had one of these "Smart Energy" packages which includes solar roof panels, cylinder, the lot.
In the two months we've had it (in spite of this dreadful weather) the water has been up to 60 degrees every morning for showers and we've used no power at all. If you lived next door we could pipe some through to you!
If I were you, I would be on the phone to the plumber who installed it expecting a service PDQ. His/their responsibility until it is working satisfactorily.
Check the thermostat has been set, It is sited on top of the new element. You will need a small screwdriver to turn it to approximately 160c.
If it is heating up, your water should not be running cold. Have you left it one for at least 2 hours?. Also, you may have to let the hot tap run for a while before any hot water comes through.
To get to the thermostat on the element, you will need to remove the cover. Make sure it is switched off.
To check it is heating up, get a friend to watch your electric meter as you switch it on and off.
If I had an immersion heater fitted and it did'nt work I would be on the phone to the installer.
A couple checks
have you got one installed and connected properly.
Do you eletric supply.
if the answer is yes to all two then get the chap back who fitted the element you could have a damaged element
How do you know that the immersion heater is actually working? You say "it heats up". What signs of heating up do you have? If the water isn't heating up, then the heater cant be working, can it??
A quick way of testing it yourself would be to check if your electricity meter speeds up when you switch this heater on.
Suggest you ask the plumber/electrician who fitted it, to get the heater checked out properly.
I wonder if it's a 120 volt supply and they installed a 208 volt immersion heater?? I would check that first. Always look for human error whe something new is installed...even if it's your own error youo might have to find.
sounds to me like the thermostat is set to low, remove the cover on top ot the heater and there should be a little dial thing with an arrow pointing to some numbers you may need a small screwdriver to turn it to around 60-65 degrees C
