I assume you meant the difference between a regular breaker and a GFCI breaker. A regular breaker switches off when the amount of current flowing through it exceeds it's limit. For example a 15A breaker shuts off if more than 15 amps goes through the circuit.
A GFCI breaker behaves like a regular breaker but it has an extra safety feature. GFCI stands for Ground Fault Circuit Interrupter. In plain english that means that when there is a problem with the grounding the GFCI breaker automatically switches off. A ground fault might occur when you drop a hair dryer into a full bath tub.
The short circuit breaker( arch fault) it detects the current that pass thru it and out if it detects and inbalancment it will trip out. Unlike the standard breaker that trips out if it reaches it max. amps 15.20,30,40 etc.
