Which way should the blades of a ceiling fan turn for cold air-clockwise or counterclockwise?

Clockwise in the winter, counter-clockwise in the summer
It's not a matter of cold air or warm air - the difference is does it blow air up toward the ceiling or down toward the floor. I believe that counter-clockwise moves the air down and clockwise moves the air up.
My ceiling fan turns counter-clockwise for summer, which pushes the warm air up and circulates the cool air. They aren't all like that, though.
To blow air down (in the Summer), the leading edge is the highest. My fan is going CCW as I look up, but maybe they aren't all that way. Don't forget to vacuum or wipe off the dust from the leading edge before you change the switch. You can see from the dust which way you had it set. If the dusty leading edge was the higher side of the blade all Winter, you had it wrong- so dust it off, but don't change the switch now.
Remember sticking your hand out the car window as a kid? If the front of your hand was higher, your hand got pushed up- that means your hand was pushing the air down.
