What washes off dried glue from masking tape that has been left on too long?it is on pvc window frames?

Goo Gone would probably work. You can get it at Lowes.
try goo be gone or any citrus based product that can be left on to melt the glue away. Then you have to wash with hot water and soap to remove the oily residue.

cooking oil will not harm anything and will loosen glue fast
WD-40 it also says so on the side of the can 'disolves all adhesives' ive tried it, it works
