Roof insulation problem?

Question:I have recently moved into a brand new house, and im finding the insulation from the roof is coming into the house from the fans/vents in the toilets and bathrooms in small peices.
When i look at the peices, it seems to be shredded newspaper or some sort of paper with writing on it.
From what i have read on the internet, it could be cellulose insulation - they describe it as shredded paper sprayed with borax to stop insects and retard fire. Im thinking this could be it.

Does anyone have any ideas on how i can stop this problem?
Im thinking over time the insulation will settle, but for now it is annoying me greatly, as i constantly have little peices of insulation on the floor in my bathrooms and toilets.

Answers:
It does sound like cellulose insulation. It probably will settle in a while.

The insulation is most likely coming through gaps between the HVAC ducts and the drywall. Sometimes the holes are cut just a bit bigger than they need to be.

If you don't want to wait for it to settle, or if it does not clear up in a few weeks, you could remove the vent covers and put some caulk in the gap around the ducts. A decent acrylic latex caulk will be more than sufficient and it does not have to be super neat as the vent covers will cover your work.

go into your attic and pull the insulation out from around the vents that you have the problem with. Then take some standard insulation and fill in around the vents.
