I'm with raringvt here. More details are necessary for the exact answer. I'm just chiming in to remind you to remove the spark plugs before you try to do anything with the mowers blade. Turning the blade can (and will) make a cylinder fire. Just one spark can take your hand off. BTW, every time my rider has had a "stuck blade", it's actually been the brake that's stuck (thereby keeping the attendant safety switch on) WD40 an a good shove (the whole mower not the blade) cured it.
A lot of possible reasons it's not working. Could be the belt that drives the blade, or there could be problems w/ the drive shaft. Not sure anyone here would be able to provide an exact answer for you without more details.
If this is one blade on a 2 or 3 blade mowing deck, you have a bearing problem with the spindle, and no amount of WD-40 is going to work. It is best to goto sears, or a servicing dealer and get a whole new spindle assembly. It might be a little on the expensive side, but you are eliminating the headaches of dealer with tearing it apart and trying to get it back together. You are also replacing both bearings, instead of just the one causing the problems, and then having the other go out shortly there after.
Ohh, I'd be careful, that blade if it's stuck, could take your hand off! Take it to a professional.
