no set time but if tree is dorment then trim if its growing all year round trim backbto last shoot on branch making sure you water tree three times one for the pot one soak and one complete spray with mist to give braches leaves a soak this will help tree to get over shock of trim
need to know the type of tree i am afraid. this time of year you will have to check the trees new growth. some trees this is done by pinching the new growth back with your fingers but others you cut the new shoots just after the first new leaves unless you need to extend the shape in a particular area.
it is probably safe to assume that this is a tree that has been bought as a bonsai and is already shaped so there is only the requirement to stop it getting out of shape which means just cut back the new shoots.
try googling bonsai on the net.
Most answers you receive are not important unless you know the species of tree. 100's of species are made into bonsai. If you want to send a photo to me at:
wchoat@american-bonsai.com , I'll try to figure the species, then we can talk about how to trim it. The advice from retiredb... is the best so far, without knowing the species. You might want to look at the Bonsai Care page on my site:

A neat trick is to plant a small tree in a soil filled grapefruit (GF) half, after eating it. Place this in a bowl and water it as needed. The roots will grow out through the GF peal and you can trim them with scissors. Place it back in the bowl until the roots are ready for another trim. This will stunt the trees growth.
