I have 3 outlets in my living room; but only the buttom sockets work?

Look for a light switch that doesn't turn on a light. The top plugs are most likely on this switch. This is designed for lamps.

i agree with GG, the top of your outlets are on a switch, find that switch that does seem to do anything, turn it on, and you should have power. if you want power all the time and to insure some one does not turn it off you can get a switch lock, most hardware stores should have these, the locks simply screw to one of the cover plate screws so the switch can't be turned off.
