If you have city plumbing, have the main drain cleaned out, if you have a septic system, have it pumped.

The newer toilets are better than the initially produced 1.6gal flushers. Maybe you need to flush more than once.
Before you say "Yecht" or "That's Gross", please hear me out.

I have been both a boat owner and a Mobile Home owner. I learned long ago that NOTHING should go into the toilet that did not go through me FIRST. NOTHING.

My home is the old family home and it has always had a fineky sewer system. Before I started applying my rule of 'Nothing goes into the sewer that didn't go through me first" to my HOME sewer, I had the plumber out at least 3 times a year, unplugging the plugged sewer line... However, since I started treating my home sewer like I treat my Motor Home holding tank... I have NOT HAD A SINGLE PLUMBER CALL... seriously... NOT ONE TIME in the PAST 3 YEARS.

Toilet paper is the worst offender because it will catch on tree roots or chipped pieces of sewer tile.

Get a small wastebasket for the Bathroom and keep a plastic bag or paper sack it if for the paper products. If the smell bothers you, put the waste in a Ziplock Bag...
Maybe you should get the waste system clean out your septic tank or something. My toilets used to do that until we had the waste people clean out our septic tank.
This is is something that a plumber has to see
to figure out what the problem is, it could be many
things.
There are variables here not mentioned. Trees near or on the lines, how close? Drives over the lines? Things like this.

I would suggest first Rotor Rooter if you have any trees within fifty or sixty feet of the lines, the way it sounds like you may have roots in the lines.
They can check out the toilet also and remove any obstacles in there also.
