It should tell you on the wrapper of the shingles or check with the manufacturer. Most brands can go as low as 3 on 12 with a deceased exposure and double felting. 4 on 12 with standard exposure and single felting.

When you find out for sure from the city or county inspectors, I think you will be surprised.
Alfy--A 4-12 pitch is common on a 1-story building but if is located in a windy part of the country you might won't a roof with a higher pitch.Most builders will gladly give you a factual answer.
Around here we can no longer buy the extra wide shingles suitable for 3 on 12 pitches, but we can still use that pitch with a double layer of Eave-Gard over the whole roof and the narrower shingles. $$$
