Whats the procedure for switching from gas water heating to Electric in CA.?

Well Im a Plumber in Ca so here ya go.
I could not tell you since this great state has way to many laws for plumbing/electric and so on.
The correct way is to call a LICENSE PLUMBER and they can set it up for you most Plumbers have a electric company they deal with and the 2 work together to put the unit in.
You need to remember you need a permit for the hot water tank (Plumbing) and a electric permit. Pending where you live in CA it could cost you a liver or kidney (LOL)
This is something you CANT DO ON YOUR OWN! You need to have a licensed plumber and elec- do this for you. Unless you dont do the permits. And if you didnt and your house burned to the ground your screwed, Even if you sell your house and they new owners ask for the permit your screwed.
But to change the unit is not hard the plumbing is really the same all you need is room in your panel for a breaker and wire. You dont need any kind of vent work.

PS- I have to add to this. If you do construction you have to had to get a permit. ya know a inspection. Unless your not a REAL Contractor with a Lic- You could call a plumber in CA and ask any of them about permits. If I was to rough a new house in and do the finish and no permit or inspection I would LOSE MY LIC- This add on is for the guy that answered below me. I dont say stuff back like this but he is just WRONG.
And also You do need a certain in areas to change over. Some cities dont want electric or gas. there are codes and even what the water source is from. Being in construction for MANY years everyday there seems to be something new you need to do.
electric you will have to run a 30 amp ckt from your panel breaker box to the heater where ever it is located at you can also install a switch or a timer on the water heater as so to save you money when you are not using it happy hot water heating
I have been around construction for 30 years and ten states including California and never heard anyone needing permission to change. You do need a permit and perhaps this is what you have heard about.
I would wonder why you want to switch. Gas costs about half as much per gallon of hot water as electric heating and the recovery time it twice as fast and you have hot water when the power is out. Given the choice I would go gas every time.
