Councils who use asphalt paint to refurbish tired pavements/roads?

I wish someone would come and do my drive and my old man as both are looking tired and need of a refurbishment.
Hull City Council use it on pavements!
Are you talking about chip and seal?? Where they lay down a layer of tar and then cover with a fine layer of small stones? i hate it, roads get worse every year. this spring all the roads in my area are rotting from the bottom up and are a complete mess.
