There is certainly a maximum as the compressor can only produce so much pressure differential but it is not likely to be exceeded unless you live in Death Valley.
I'd suppose it depends on how hot the cooling tubes get. I'll bet they can get to 140-150 degrees or more, so as long as the temp is 10-15 degrees below that, it will still produce some cool air.
If you need ways to increase its efficiency, then build a small roof structure or sunshade to block the sun off it, that kills efficiency. Having water spray over it, or drip thru it, will help efficiency, too. Will cool the coils quicker. No one thinks of those two things, but both will work wonders. Especially shading.
