There is ice on the line and joint to my home a/c unit. Can I fix it myself and how much to replace the freon?

THE ICE ON THE LINE MEANS IT IS FREEZING UP, WHICH MEANS YOU NEED MORE FREON, AND YOU CANT DO IT BY YOURSELF YOU HAVE TO HAVE A LICENSE TO GET THE FREON AND THE EQUIPMENT TO DO IT WITH
