Call zoning office for your county. They should be able to tell you what waste disposal system you are tied into or have a permit to use.
If you don't get a sewer bill, you have septic.
Do you have sewers down your road? If not then you for sure will not. As dry as it is you should be able to go outside and see the drain lines by the green grass trail that follows the drain line off of the tank. Call your local building dept and they can tell you also.

Try putting a whole bottle of red food color in the drain, then rin the tub or faucets for about 15 minutes. Then inspect your lawn. if you see puddling with red dye, you not only know you have septic, but you know where the tank is...
