Scrub it with a foaming cleanser or dish soap and then rinse off liberally with cold water. Simple dish soap is relatively safe and almost biologically inert. Do this at an odd hour so you won't disturb your neighbors below you.
A bucket, a brush, a sponge, and some TSP in water. Scrub with brush using TSP, rinse with clean water with sponge. TSP, Tri Sodium Phosphate is sold at home centers, it is a strong detergent and will remove mildew stain.
