No they should not. If the furnace kicks on, the blower should turn on when the furnace is hot enough and only blow for so long--definitely not continuously.

Open plan split levels become imbalanced as the warm air rises and cold falls. So often people like their blower to keep going.
Many newer units have a very slow fan speed for this option so it creates fewer drafts and is less noisy. At these lower speeds, it shouldn't consume more electricity than if the resident choose to run a couple ceiling fans, as is popular today. (Many homes don't have a high enough ceiling, so this is a great option to use your blower.)
Personally I like ceiling fans better.
Another favorable argument for blowers: It filters the air, depending on the quality of the filter you install. Some people add HEPA filters - so that would be cleaner than a ceiling fan.
