No they should not. If the furnace kicks on, the blower should turn on when the furnace is hot enough and only blow for so long--definitely not continuously.

Personally I like ceiling fans better.

Another favorable argument for blowers: It filters the air, depending on the quality of the filter you install. Some people add HEPA filters - so that would be cleaner than a ceiling fan.
