Will a water heater on 1st floor unit malfuction if hit by rapid water coming from 2nd floor unit.?

I cannot understand why they would be connected. Nothing will make the unit malfunction as far as water flowing into it. It is made to work this way.
yes, it could short out if electric, or put pilot lite out if gas
