How can I fix my top floor flat plumbing problems?
Question:I live in a flat on the top (2nd) floor flat in my block. The water pressure is very low much of the time but sometimes ok. Three times recently, however, I've run out of cold water altogether. This has happened in the morning when the second of two people in the house has been showering. I wonder if anyone knows of a common cause and fix of the problem or if I have to resort to getting a plumber out. Thanks, Andy.

If you are suffering a loss of water pressure you will notice it specifically on your kitchen cold water supply as his is fed directly from the mains. Depending on your water supply company you may suffer a loss on other taps. If all of your system is mains fed then you will normally have pretty good pressure on all taps, but only some companies will allow supply of mains pressure to all taps. Your most likely reason for loss of supply is, that, there is a tank in or on the roof and this is not getting enough water for the building. Consequently, if everyone tries to draw water at the same time someone runs out of water until the tank can refill again. The only solution I can see here is for a bigger tank.

Sounds like a supply problem. There's not much a plumber could do about it. There's only so much water that the supply pipe can deliver to your block and other people are using it. Contact your water supplier and see if they can come up with a solution.
water pressure is a supply issue, start by speaking to the water board, they shouldn't charge you to check the street pressure. take it from there.
if you are on a well, you need a larger pressure tank, if not, then call the city waterboard
Among the other suggestions you might want to check if the supply lines are copper or galvanized. If they are old galvanized supply lines the lines could be rusted in the interior to the point where the pathway is almost shut. I have had this problem in several rentals where the original plumbing had not been upgraded to copper.
The problem is that you most probably have a 15mm cold water main for all the flats. The only way to overcome the problem is to have a new 22mm water main installed, which is a lot of work because each flat will have to be connected to it, and pretty expensive.
Do you know wether its the mains or tank supply
May be an undersized tank,level set to low,blockage to ballvalve
if supply then u need to get onto your supplier Iet them chek the pressure,find in coming supply check dia of pipe should be 22mm
