What is used as a substrate underneath torch applied roofing? Can it be tar paper over plywood?

Working with an open flame on a construction site can be hazardous. A number of serious fires have originated with torching errors. Firms that provide liability insurance to the roofing industry have notified their customers that their insurance may be in jeopardy if they rely principally on torch systems. Insurance companies may force the roofing industry’s hand by insisting on an outright ban on torch-applied systems.
Midwest Roofing Contractors Association joined hands to develop and offer a safety course on torched-on MB roofing. The program was called CERTA, for ‘certified torch applicator.’ RIEI developed courses for CERTA trainers, as well as a course for the applicators themselves. To date over 2500 applicators have been trained, with 1600 currently certified.
With this said, this is NOT a DIY project! There is many safety requirements. at least one 10-pound multipurpose dry chemical portable extinguisher be provided within 20 feet of torching. For large roof areas, additional protection such as charged hose lines or additional extinguishers should be provided.
A fire watch should be conducted for at least one hour after torch work is completed. If available, infrared roof scanners should be used to detect hot spots. All hot spots or fires, even if extinguished, should be reported to the fire department.
The watch person should be provided with the appropriate phone number, complete address for the building, and a means of communication. The watch person should also indicate to the fire department how to access the roof area.

I suggest for and alternative application, it be safer and more reliable to go with EPDM roofing. The number one roofing choice of architects, roof consultants and contractors for both new construction and replacement roofing projects according to market surveys from Building Design and Construction, and Roofing/Siding/Insulation magazines, and the National Roofing Contractors.
EPDM has gained industry-wide acceptance and respect by providing immediate and long-term roofing solutions. As environmentalists and code regulators place more emphasis on the sustainable performance of building materials, EPDM continues to be the roofing material that stands the test of time.
EPDM roof systems can help contribute up to 12 possible credits to a project registered under the U.S. Green Building Council's Leadership in Energy and Environmental Design (LEED) Green Building Rating System.®

That's what they used on my roof when it was redone a couple of years ago. Then nailed the shingles right on top.
Torch applied modifieds can be put on 30# felt minimum. However it is recommended that a G-2 fiberglas base sheet is used, to help prevent a fire and burning up the 30# felt. They are made buy (GAF Corp, Johns-Manville, Tamko) and can be purchased at any Roofing Distributor or even Home Depot and Lowes.
As a general rule use 90 lb. felt as they do for a new roof. No worries.
