Repairing plaster pool steps?

There is a product you can get at your local home improvement store called Hydraulic Cement. This is a fast (2min.) setting cement made for wet conditions, I would recommend draining the pool to get some access to it, but this stuff can repair cracks/holes in a submerged sea wall. Drill some small holes on the edges in need and insert, with adhesive, a nail or piece of wire that will fit snugly in the hole. It should only stick out very little so it is totally covered by the repair. Just having someone hold a flat edge against the step to get the repair straight is sufficient, it sets that fast. For plaster, apply plaster. If the steps are concrete, apply water proof patching mixture for concrete.. Go to a good hardware store and find the appropriate compound for the application.
Bob, I don't think you can use plaster in this situation. I'm thinking the steps must be made with concrete.
