Regarding conservatory?
Question:Yes neighbours had planning and it was passed.Planning depertment have said there is nothing they can do about the matter. Argument is it has been built 4 inches away from our property and we cannot gain access and cannot repair our property ie gutters window and general paint work.Plus with it just having a 4 inch gap in time we are going to have a problem with rubbish etc collecting between the walls.Which is going to cause Dampness.

If they asked for planning permission the local council would need to write to everyone asking for objections. It would have been at this time that you would have raised these issues. If this hasn't been done then your local planning department were at fault. I would take legal advice or speak to the council again asking why you were not notified.
I think you are going to have to get a solicitor to sort this thing out, you are obviously very worried, and the longer it goes on the worse it will get.
Consider that they are no closer to the property line than you are.
