The lights dim in my house when I vacume or print something?
Question:What can I do to stop this from happening? Do I need to upgrade my circuit breaker or complain to the power company I'm not getting enough juice in my place?

It sounds like your lights are on the same curcuit as your vacuum outlet. You need to install another curcuit breaker in your panel and run a new line for your outlet. If that doesn't work, talk to an electrician about upgrading your house electrical service (that will cost thousands).
get an electrician to look at it, we have the same problem, the house needs to be rewired, it is about 30 years old. Good luck!
You don't need to do either. You need to separate the lights from the circuit that's feeding the receptacles. When you print or run the vacuum you're creating a substantial voltage drop in the circuit that affects the lights.

Matt K is absolutely wrong. Do not do what he told you to do. No real electrician would ever advise you to install a larger circuit breaker on a wire. That could cause a fire. And besides, that has nothing to do with it.
Your vacuum cleaner uses a lot of power when it starts up. That causes a voltage drop and will cause the lights to blink. As long as your circuit breakers are not tripping and there is no other problems, you can just ignore it. This is very common and is not hurting anything other than bugging you.
If you are really bothered by it, call an electrician. A real one. He or she will advise you.
You would need to have some new outlets put in to handle the load. back when most houses were built they were not designed with that many outlets. Now days we have a lot more electrical apliances & the use more electric. You need to upgrade your electric wireing.
Sounds like you need to up grade. It used to happen at my house. It cost over $10,000 to upgrade. I had to do it for insurance purposes. We only had a 50amp service now we're at 120.
