Toilet tank not refilling. how can i fix that?

Replace the valve if the tank is not re-filling at all. Use a fluidmaster valve, they're the best.

It depends on the design of your toilet, and why it's not refilling. The first thing you may want to do is add several drops of food coloring into the tank, to see if it leaks. If the water in the bowl has coloring in it after about fifteen minutes, you have a leak.

If it's just not filling enough, adjust the float so it's higher. Without knowing what kind of float your toilet uses, I can't tell you how to do this.

If it's not refilling at all, that's a completely different problem, and one that is beyond me.
