A valve stuck or the float in the carb as stuck open because lacquer as dried in the bowel or the float as a pin hole leak and is not cutting the flow of gas off. you would have to take the bowel off the bottom of the carb and very carefully remove the float shake it gently and if you hear liquid inside of the float replace it .I have had to do this many times after a motor as set up for a long time. It is always best at the end of the season is to run the engine until it runs out of fuel .
Flooded or the timing is off or intake valve stuck open or intake valve wrapped
If the mixture in the engine is too rich the excess gas will spill into the filter area. You need to make your mixture more lean. Adjust the pin in the carb to allow less gas to get through. If you aren't familiar with carburetors it may pay to have someone fix it for you, like a small engine repair shop. It can be a pretty big headache if you have never jetted a carb before.
