DT is exactly right. OSHA is providing regulations for the protection of workers, while the NEC is providing regulations for the proper installation of electrical systems. So that would definitely mean OSHA is a supplement to the NEC.

They could supplement because they are directed more toward the safety of the workers (electricians).
Both of the answers that supercede mine are correct . However , you do not state whether or not this is concerning a commercial building with employees or if it is a residential structure. If it's commercial with a certain amount of employees who have a high rate of workman's comp complaints OSHA will investigate ! You've nothing to worry about if it's a residence !
