could be someone is using washing machine hookup on that water line...used to happen to my aunt in her building, only her HOT AND COLD water was scalding hot.
Calcium deposits (buildup) in your pipes. Hot water heater is probably old and shot out. Calcium is a mineral present in water and creates, over years, "rocks" in the pipes that accumulate over time and eventually blocks the water flow.
Depending where you live, if you live in an apartment complex then it could be that someone has used up the hot water. You can also check if the hot water valve under the sink is turned up.
Your hot water tank is broken. You should buy a new one or contact the 1-800 number on your tank for repairs.
If you have old steel water pipes, your hot water flow is slow because of corrosion. (Steel water pipes corrode from the inside out, and when they corrode the opening that the water flows through gets smaller, allowing less water to pass through.) Unfortunately, if corroded pipes are the problem, changing out your pipes is the only thing that can correct this.

Also, if this is the problem, hot water would take longer to get to it's destination (your faucet) because of this, but 15 minutes sounds like a long time. (The hot water is in the tank, and all of the water in the hot water pipes are room temperature until the hot water is ran and new water enters the pipes from the tank.)

If the hot water doesn't last long, the problem could also be dip tube failure. (The dip tube is what takes the hot water from the bottom of the tank. When it does this, new cold water flows into the tank. When the hot water is "used up", it means that the hot water in the bottom of the tank has been used up and the water heater needs time to heat the cold water that's entered the tank. If dip tube failure is the problem, the cold water is being taken from the top instead of the hot water from the bottom of the tank.) Many dip tubes manufactured between 1993 and 1997 were made of plastic that quickly became brittle from the hot water, resulting in dip tube damage and failure. This can cause the water in the home to not be as hot as it should be and/or the hot water to turn cold in a short amount of time. Small plastic particles that break off of the dip tube can also clog pipes and plumbing fixtures such as faucets, causing low water flow.
