How do I clear a blocked downpipe?

Question:The pipe is of cast iron and has a join and cuff about 18ins from the ground. The blockage is at this join as water sprays out when the rain is heavy - too much for simply a leaking join.
Hope someone can help. Thanks

Best bet is use a drainsnake. May need a ladder.
