Gutter guards designed to keep out leaves don't work they just nest on the top.
They do make Anti Roosting Bird Spikes that can be placed in gutters. They are available in plastic or stainless steel.
If your in the UK B&Q sell a good one, it clips to the edges of the gutter and keeps out leaves as well.

Any Home Improvement store should carry a roll of gutter mesh that you put in your gutters to prevent leaves etc. from piling up in your gutters. This should work for birds as well. Good Luck
There are a number of gutter guards to keep leaves out of gutters, should work on birds too.
i sprayed mine with pine sole and it worked. the smell sent them flying away

most gutter guards availabe at yoru local homecenter lack the strength to hold up over time.
if snow and ice are an issue in yoru area you could remove the gutter and install it again with the alcoa leaf relif designed for new construction and it would reinforce the gutter... basically it acts as a continous bracket.
