Is there a pool liner that you can put in your pool that a dog with sharp claw's cant rip?

There are no pool liners made over 40 mils in thickness for residential applications. Keep the dog out. I've seen an excited pooch mangle a 40 mil that had just been installed and filled. The dog got more use of the pool than the owner and it cost him 1600 bucks to replace that brand new liner.
You shouldn't allow the pooch in there for health reasons anyway. Your health, not his and not to mention the increased sanitizer costs.

Double and triple layers of the liner.

Get a molded plastic pond. That's the only way to prevent tears. It's more expensive, but you will save in the long run if you don't have to replace the liner every so often. AND if you're repairing the liner, you may as well as change out for molded plastic.
In the landscape industry they use as Rubber Pond Liner that is very strong, and would not be destroyed by your dog... They have a cheaper plastic liner for ponds and landscape water features, but I don't think it would be strong enough.
Try home depot, or some other supplier that deals with landscape contractors...
or... call up landscape contractors and see it they have any scraps that you can buy. if the area you need it for is small, I recommend this because the cost of pond liner is quite expensive.
